You can never trust a cat to look after the milk. You need to watch who you trust and what the item, is that you trust them with.
I guess this can also be applied to having good company. You cannot have good people around but not benefit from their company and vice versa.

i had a slightly different take on the punjabi proverb. i think it underlines the temptations to corruption that necessarily arise any time we are entrusted with a position of authority.
knowing the cat's weakness we would never task it with guarding milk. similarly knowing human frailty we need to design additional checks and balances,e.g. taking witnesses for important transactions, selecting persons with minimum conflict of interest, rewarding honest practices, etc.
